  1. Purpose

This Emergency Action Plan (EAP) establishes procedures to ensure the safety of all employees, members, guests, and contractors at Savannah Golf Links during an emergency. It outlines responsibilities, communication methods, and response protocols for potential hazards.


  1. Scope

This plan applies to:

  • All employees (full-time, part-time, seasonal, contractors)
  • All guests and members on the premises
  • All areas of operation, including clubhouse, pro shop, maintenance buildings, golf course, parking lots, and event spaces

  1. Types of Emergencies Covered
  • Medical Emergencies (heart attack, injury, allergic reaction)
  • Severe Weather (lightning, tornado, high winds, flooding)
  • Fire (clubhouse, maintenance facility, kitchen, or golf course)
  • Hazardous Material Spill (fuel, chemicals, pesticides)
  • Missing Child or Vulnerable Person
  • Violent/Threatening Behaviour or Active Attacker
  • Evacuation and Shelter-in-Place Scenarios

  1. Roles & Responsibilities

5.1 General Manager

  • Overall responsibility for emergency response.
  • Ensures staff are trained annually on the EAP.
  • Acts as primary media/contact liaison.

5.2 Supervisors & Department Heads

  • Ensure staff understand their emergency duties.
  • Account for staff and guests during evacuations.

5.3 All Employees

  • Follow emergency procedures.
  • Report hazards or incidents immediately.
  • Assist guests and persons with disabilities as safely as possible.

  1. Emergency Procedures

6.1 Medical Emergencies

  1. Call 911 immediately.
  2. Provide exact location (Savannah Golf Links, [1206 Cheese Factory Rd. Cambridge, ON], nearest landmark on course).
  3. Trained staff to administer First Aid/CPR/AED.
  4. Direct emergency responders to scene using golf carts if required.  If ambulance needs to access golf course, direct properly through maintenance area or directly off of Cheese Factory Rd. 
  5. Complete an Incident Report Form after the emergency.

6.2 Severe Weather

  • Tornado / High Winds: Direct staff and guests indoors, away from windows.
  • Flooding: Close affected areas and notify local authorities if hazards exist.

6.3 Fire

  1. Activate fire alarm if inside clubhouse.
  2. Call 911.
  3. Evacuate building via nearest safe exit; do not use stairs
  4. Assemble at Designated Muster Point: [far end of parking lot].
  5. Only trained staff may use fire extinguishers if safe to do so.

6.4 Hazardous Material Spill

  • Evacuate area immediately.
  • Contact 911 if spill is large, flammable, or poses health risk.
  • Small spills: contain with spill kit (kept in maintenance facility).
  • Notify Superintendent and General Manager.

6.5 Missing Child / Vulnerable Person

  1. Alert clubhouse/pro shop immediately.
  2. Lock down exits if necessary.
  3. Organize staff to search course, clubhouse, washrooms, and parking areas.
  4. If not located within 10 minutes, call 911.

6.6 Violence / Active Attacker

  • Call 911 immediately.
  • Instruct staff and guests to RUN (evacuate if possible), HIDE (secure location), or DEFEND (last resort).
  • Do not attempt to confront unless life is in immediate danger.
  • Await police instructions before re-entering facilities.

  1. Evacuation Procedures
  • Primary Muster Point: Main parking lot (signed location).
  • Secondary Muster Point: Maintenance yard (north end of property).
  • Supervisors conduct headcounts.
  • Staff assist persons with disabilities.

  1. Communication Protocols
  • Emergency horn/PA system for weather warnings.
  • Radios carried by staff for internal communication.
  • Landline and mobile phones for external emergency services.
  • General Manager or designate communicates with media and families.

  1. Training & Drills
  • Annual training: All staff trained on EAP, first aid, fire safety, and severe weather protocols.
  • Drills: Fire and severe weather evacuation drills conducted once per season.
  • First Aid/AED certification: Minimum of two trained staff on duty at all times.

  1. Review & Updates
  • EAP will be reviewed annually or after any emergency incident.
  • Updates will be communicated to all staff.

  1. Availability of Policy

This Emergency Access Plan is available to the public in alternate formats upon request.
